What FISCO does
FISCO is a template for IFIs to operationalise the EU’s reformed economic governance framework. It assesses both the medium-term fiscal-structural plan's compliance with Regulation (EU) 2024/1263 and its annual implementation against the agreed net expenditure path commitment and other debt, deficit and control account criteria.
Implementation monitoring
Tracks annual and cumulative deviations from net expenditure plans in the control account, and flags any breaches of the 0.3% and 0.6% of GDP thresholds.
